In post-earthquake planning procedures, ordinary real-estate logic and infrastructural investments reject new-formed needs of citizens. Balanced development without imposing final spatial outcome should involve all players of reconstruction on one table. That table, symbolically represented by a toolbox and its “ingredients”, serves as a communication device where all members are treated equally. Quality and taste of the “soup” depends on combination of “ingredients” and time management.
